The Credit Trading Program allows for eligible parcels exempt from the Safe Clean Water assessment (Qualified Seller) with qualifying improvements that capture or treat stormwater or urban runoff or reduce stormwater or urban runoff pollution in the District to generate Tax Credit Trading Units (TCTUs). These TCTUs can then be sold to parcels being assessed the Safe Clean Water assessment (Qualified Buyer) to reduce their SCW Tax.
The TCTU’s are calculated based on how extensively the parcel’s stormwater improvements comply with one or more of the following:
- Low Impact Development (LID) Ordinance
- Standard Urban Stormwater Mitigation Plan (SUSMP) requirements
- Industrial General Permit (IGP)
- Another Los Angeles Regional Water Quality Control Board-approved permit governing the discharge of stormwater or urban runoff, or
- A combination of Stormwater or Urban Runoff discharge requirements for the Parcel.
An eligible parcel’s calculated TCTUs shall be based on the total impermeable area of the parcel (or aggregated parcels, if applicable), not just the portion of the parcel addressed by the Stormwater and/or urban Runoff improvement.
