Proposed New Airport Terminal Building – We Want Your Input
The current airport terminal building is over 30 years old and does not adequately meet the existing and future needs of general aviation and the local communities. Public Works proposes to design and build a new airport terminal building to (1) enhance airport access; (2) modernize infrastructure to meet existing and future needs for general aviation and the local communities; and (3) create a safe and welcoming space for community gatherings, meetings, workshops, programs, events, activities, and training opportunities. Introduction

Compton/Woodley Airport is located in the City of Compton, approximately 15 miles south of Downtown Los Angeles, with convenient access to the 91, 105, 110, and 710 Freeways. The non-towered airport facilitates approximately 60,000 GA takeoffs and landings each year on its parallel 3,322-foot runways.
First utilized as an airfield in 1924, the airport has been owned and operated by LA County since 1966 and is publicly available to GA aircraft 24 hours a day, seven days a week. It sits on 77 acres and is home to more than 180 based aircraft and numerous aviation-related businesses.

Noise Abatement Program
LA County airports are surrounded by noise-sensitive residential and commercial areas. As such, each airport endeavors to be an asset, not a nuisance, to their respective local communities. In order to help mitigate potential negative impacts from aircraft operations and enhance compatibility with the surrounding communities, the Department of Public Works maintains a proactive noise-mitigation program with requested visual flight rules (VFR) flight paths, operational restrictions, and limited activities during certain hours of the day.
Pilots should be aware that LA County airports‘ neighbors—residents, business owners, visitors, and wildlife—are sensitive to aircraft noise. Airports’ staff ask that pilots follow these noise abatement procedures—only when practical and consistent with the safe operation of aircraft—to protect the quality of life for LA County community members:

- All aircraft shall fly the landing pattern so as to remain south of the airport. Flight patterns north of the airport are prohibited. Runway 25L and 25R arrivals — standard left-hand pattern. Runway 7L and 7R arrivals – standard right-hand pattern.
- All aircraft operating at Compton/Woodley Airport should broadcast intentions on Compton Unicom/Traffic frequency.
- Touch-and-go landings are not permitted.
- No traffic pattern practice between 10 p.m. and 7 a.m.
- Aircraft shall not linger on runway. If a delay is necessary, the aircraft should taxi clear of runway.
- Helicopters shall not air-taxi, or hover over, or in close proximity to people, vehicles, or other aircraft.
- Avoid school 1/2 mile east of runway centerline when approaching Runway 25 and departing Runway 7.
- Straight-in approaches or departures are not recommended.
- Helicopters shall not practice any of the following: hover-taxi, air-taxi, full down auto rotations or run-on landings on any runway, taxiway, ramp, or non-movement area (grass in-field), except as authorized, in writing, by the Director of Aviation for the County of Los Angeles, or his designee.

Brief History
The Airport dates to 1924 when the land was purchased from the local school district by a private individual to be used as an airport. It is one of the oldest airports in the Los Angeles Basin and was named in honor of Earl W. Woodley, who owned, developed, and operated the airport from 1936 until his death in 1962.
Over the years, the airport expanded to include two parallel runways, was used by the military as an aviation depot during the WWII years and was purchased by the County in 1966.
The airport has a rich and diverse history, particularly in training African American pilots. James Woods, one of the first African American pilots who trained there, was the first African American to work for Lockheed, served as a flight instructor for the Tuskegee Flight Institute with the Army Air Corps, and later served as an Airport Commissioner for the County of Los Angeles. There are so many other similar stories throughout the history of the airport.
Today, Compton/Woodley Airport is a thriving general aviation airport, facilitating approximately 90,000 general aviation aircraft takeoffs and landings during 2025. The airport is home to over 150 based aircraft, various aviation businesses and non-profit aviation organizations including the Experimental Aircraft Association, Fly Compton Foundation, and California Black Aviators Association. With state-of-the art navigational aids and an advanced weather reporting Automated Weather Observing System (AWOS), the airport safely and efficiently accommodates a wide range of fixed-wing and rotary-wing aircraft ranging from small two-seat, single-engine propeller aircraft up to much larger and higher capacity turbo-prop and jet aircraft.
Overall, the airport plays a vital role in the nation’s integrated system of airports and is an asset to the local communities, serving the diverse constituents of the City of Compton and the broader County of Los Angeles.
