As a precautionary measure to prevent the spread of the novel COVID-19, Public Permit Counters at Public Works are temporarily closed effective Monday, March 16, 2020. Please be patient while we work through this transition. To facilitate the timely review and approval of your RRP, please make sure to thoroughly read and follow all directions in the application form and submit all required documentation. A complete submittal package includes the following:
  1. Fully filled out RRP form
  2. Detailed scope of work (Step 2 of the RRP Application Form)
  3. Latest drawings showing limits of work including estimated tonnages
  4. Property owner's initials and signature (Step 6 of the RRP Application Form)
  5. Hauling Option (Step 9 of the RRP Application Form)
  6. C&D Recycling Facility (Step 10 of the RRP Application Form)

Steps For Meeting Ordinance Requirements

Before the Project

  1. Download a Recycle and Reuse Plan (RRP) Application Form here.
  2. Fill out the RRP Application Form. For details on how to fill out this form, see below.
  3. Submit an RRP Application for review and approval to the C&D Unit of the Environmental Programs Division as indicated on the RRP Application Form.
  4. When the RRP is approved, a copy of the approved RRP will be provided, which will serve as clearance of the C&D requirement from Building and Safety.
    1. If an application has been submitted but an approved RRP has not been received, please contact the Construction and Demolition unit at (626) 458-3517 or send an e-mail to CND@pw.LACounty.gov.
  5. Present the approved RRP to the Building and Safety representative to clear the C&D requirement.


HOW TO FILL OUT THE RRP APPLICATION FORM

Step 1: Provide the location of the project (either a street address or a parcel number is required). Also provide the estimated start and end date of the project. If none is provided, the date of the RRP submittal will be listed as the start date, and the end date will be one year from that date. A plan check number is not required if you do not have one readily available when filling out this application.

Step 2: Provide a description of the scope of work of the project including dimensions and, if applicable, material to be hauled off-site after the project. Also indicate if any material is to be reused, stockpiled on-site, or to be reused on another project site.

Step 3: Indicate which project type(s) apply to the work that is being applied for. A brief description of each project type can be found below.

  1. Residential Project: Any project that takes place on a residential property.

  2. Non-Residential Project: Projects that include commercial, industrial, and County projects as well as projects involving apartment buildings.

  3. County Project: Any project in which an agency or department of Los Angeles County is the project manager and/or the owner of the parcel where the project is located.


FOR COUNTY PROJECTS ONLY: In addition to the RRP Application Form, County projects must also submit the following attachments, which can be found here.

  1. Attachment 1 - C&D Debris Recycle and Reuse Sheet Cover Form. This sheet is to be submitted with an RRP Application Form.

  2. Attachment 3 - Monthly Recycling Summary Sheet. This sheet is to be submitted every month with the first submission due one month after an RRP is approved.


Step 4: Provide the contact information of the applicant and property owner. If the property owner is the applicant, indicate so under “Relation to project.”

Step 5: The applicant and/or property owner must sign the Acknowledgement of C&D Requirements before this application can be processed. At least one signature is required.

Step 6: Only the listed property owner from STEP 4 must read and initial each statement and sign this page. An applicant cannot initial and sign this step without the written and signed consent of the listed property owner.

Step 7: Where indicated, provide the square footage of the structures to be demolished, constructed, or improved. If none of the provided project scopes accurately describe the work to be performed, please elaborate in the box labeled “Other” including dimensions of the project area and any material to be hauled off-site.

Step 8: If grading or excavation will be performed as part of your project, indicate how many estimated cubic yards of soil will be exported and/or imported from the project site, or if all soil will be balanced on-site.

During the Project

Keep all weight tickets to show that all debris is being taken to the agreed upon facility/facilities listed on the RRP. These weight tickets will be submitted as part of the Final Compliance Report. Pictures of the site before and after the project are not required, though they may be helpful in closing out the RRP at the end of the project.

All weight tickets must be submitted within 45 days of the estimated project end date. Failure to submit all weight tickets associated with the project may result in a penalty fee up to $50,000.

What if there are changes to a project before it is completed?
If there is a change to the scope of work, fill out the Amendment Form and submit it to the C&D Unit. The Amendment form is page 6 of the Recycle and Reuse Plan Application Form. The Recycle and Reuse Application Form can be downloaded here.

If it is anticipated that a project may need more time, contact the C&D Unit no later than 45 days after the estimated end date, and let staff know what the new estimated end date of the project will be.

If a project is canceled, contact the C&D Unit no later than 45 days after the estimated end date and the RRP will be closed out accordingly.

After the Project

  1. The Final Compliance Report (FCR) Application Form is page 7 of the Recycle and Reuse Plan Application Form. The Recycle and Reuse Application Form can be downloaded here.

  2. Fill out the FCR Application Form.

    1. Provide the address of the project and the RRP number.

    2. At least one signature is required on the FCR Application Form. The property owner is not required to sign the FCR.

    3. Include with the FCR, all weight tickets, and any other documentation that can justify how much debris was generated by the project.

    4. Other documentation can include before/after pictures of the site, any drawings that show what work was performed, receipts from an authorized hauler, a letter or bill of sale showing that material will be reused, etc.

    5. Penalty Fee: All weight tickets must be submitted within 45 days of the estimated project end date. Failure to submit an FCR along with all weight tickets or documentation associated with the project, as described in part (c) above, may result in a penalty fee up to $50,000.

  3. Submit the FCR Application Form with all weight tickets and any other documentation (pictures, drawings, etc.) for review and approval to the C&D Unit of the Environmental Programs Division by one of the following:
