Are there programs that exchange old toilets that use a lot of water to flush, for new water conserving toilets?

Answer:
The Los Angeles County Waterworks Districts (Districts) do not currently have a toilet exchange program or rebate program for the installation of ultra low-flush toilets. However, West Basin Municipal Water District (WBMWD) offers a rebate program to the customers of the Los Angeles County Waterworks District No. 29 and Marina Del Rey System.
