COVID-19 Temporary Outdoor Services Program for Hair Salons, Barbershops, and Personal Care Establishments

The County has developed the COVID-19 Temporary Outdoor Services Program for hair salons, barbershops, and personal care establishments in unincorporated Los Angeles County that are interested in expanding services into private walkways and parking facilities and the public sidewalk.
Which option is right for you?
Eligible business owners may apply to provide services
- on a public sidewalk: Temporary Sidewalk Services Permit
- in an on-site, private parking lot or walkway: Temporary Onsite Outdoor Services Permit
- in an off-site, private parking lot or walkway: Temporary Offsite Outdoor Services Permit

Temporary Sidewalk Services Permit
Eligible business owners may apply to Public Works to receive a no-fee, temporary permit to utilize the sidewalk adjacent to their business for outdoor services.
Business owners are eligible for this temporary permit if their business is:
- Located in an unincorporated County community
- Adjacent to a sidewalk maintained by Public Works
Cost: Free

Temporary Permit Expiration: June 30, 2021, unless extended by the County based on the County Health Officer Orders.
How To Apply: Follow the step-by-step instructions to apply through EPIC-LA, the County's Electronic Permitting & Inspections portal or complete the COVID-19 Temporary Sidewalk Services Application and return to Public Works as instructed on the application.

Temporary Onsite Outdoor Services Permit
Eligible business owners may work with Regional Planning to obtain a Special Events Permit (SEP) for temporary outdoor services on privately owned walkways or parking facilities on the same property as the business within an unincorporated Los Angeles County community.
Business owners are eligible for the permit if the proposed establishment:
- Is located in an unincorporated County community
- Has an on-site walkway or parking facility
Cost: $234

Temporary Permit Expiration: Concurrent with end of the County’s proclamation of an emergency and declaration of a local health emergency.

Temporary Offsite Outdoor Services Permit
Eligible business owners may work with Regional Planning to obtain a Special Events Permit (SEP) for temporary outdoor services on privately owned walkways or parking facilities located on a different property than the business, within an unincorporated Los Angeles County community.
Business owners are eligible for the permit if the proposed establishment:
- Is located in an unincorporated County community
- Has valid Regional Planning approval authorizing the use of the off-site walkway or parking facility
Cost: $234
