Project Overview

Los Angeles County is in the process of establishing an Enhanced Infrastructure Financing District (EIFD) to fund community amenities. The purpose of the EIFD is to establish a funding mechanism that can facilitate the construction of infrastructure improvements in unincorporated West Carson. The establishment of the EIFD will not result in any new taxes or fees to the property owners.

Once established, the incremental property taxes collected by the County in the EIFD area above the amount collected in the base year (expected to be 2021) would be specifically used to fund the infrastructure projects listed in the Infrastructure Financing Plan (IFP) at an estimated cost of $136 million. These infrastructure improvements include utility upgrades, street improvements, pedestrian connectivity, housing, and aesthetic improvements including landscaping.

Bonds would be issued that would pay for these projects once new development occurs in the EIFD. The Los Angeles County Board of Supervisors has established a separate body, the West Carson EIFD Public Financing Authority (PFA), to oversee the creation of the EIFD and to eventually consider the Infrastructure Financing Plan. The PFA will be responsible for the issuance of bonds in the future as well. Any member of the public may attend PFA meetings to provide comment.
