BACKGROUND
The Eastern Hill landfills are located in the City of Monterey Park south of the 10 Freeway and west of the 710 Freeway, and include the Blanchard Landfill and the Cogen Landfill. Both landfills are non-operational and have been closed for operations since 1958. The landfills are considered "legacy landfills", which means they were opened and operated prior to the establishment of the 1977 State permitting requirements. Blanchard Landfill is owned by the County (75%) and a private entity, Bar V. Bar (25%). Cogen Landfill is owned by the County (12%) and two private entities, Crown Enterprises (71%) and Bar V. Bar (17%). While the landfills are no longer operational, they still contain the decomposing material and debris that was deposited into the sites when they were in operation. The County has been actively engaged managing the sites and conducting studies and investigations over the past 30 years to improve the stability of the landfill conditions. This website is designed to provide access to informational materials regarding the activities at the Eastern Hill landfills as well as post information on future up-coming events related to the landfill projects.
