SB 1383 Regulation Text and List of Documents Relied Upon: Notice of 30-Day Comment Period
The California Department of Resources Recycling and Recovery (CalRecycle) has released a revised draft of the SB 1383 regulatory text and the final, identified list of documents it relied upon for the rulemaking for a 30-day public review and comment period. This comment period will run from April 20, 2020 May 20, 2020. Comments must be submitted by 5:00 PM on May 20, 2020. The updated regulatory language and a portion of the documents relied upon for the rulemaking are posted on the CalRecycle website. To read more, click here.

CPUC Proposes Major BioMAT Changes
In early March, the California Public Utilities Commission (CPUC) released a revised Staff Proposal on the Bioenergy Market Adjusting Tariff (BioMAT) program. The BioMAT program is a feed-in tariff program for small bioenergy renewable generators less than 5 MW in size. The BioMAT program offers up to 250 MW to eligible projects through a fixed-price standard contract to export electricity to Californias three large investor owned utilities (IOUs). The Staff Proposal contains 15 separateproposals to revise the BioMAT program that include recommendations such as extending the program end date to December 31, 2025 and extending the time allowed for projects to begin commercial operation.Toreadmore,click here.

 
CalRecycle Releases COVID-19 Recycling Related Guidance for Jurisdictions
CalRecycle will continue to work with local governments,waste haulers and others during the COVID-19 pandemic. In addition, CalRecycle will take into consideration the impacts of thecurrent emergency when determining whether a jurisdiction is compliant with diversion andrecycling laws and regulations.However, the current situationdoes not change a local jurisdictions obligation to implement waste reduction, recycling,and composting programs to the extent practicable while maintaining health and safetyprotocols. Turning Food Waste into Renewable Energy, a Business Opportunity
Anaerobic digestion to process food waste and as a source of renewable energy has been gaining momentum since California passed Assembly Bill 1826 and Senate Bill 1383. East West Bank has become the first commercial bank to finance a food waste energy project in California. Technology developer Organic Energy Solutions (OES) will develop the San Bernardino Waste-to-Energy project in 2020 to help divert food waste from going into landfills. OES plans to convert 85,000 gallons per day of food waste into electricity, fertilizer, and clean water for industrial reuse.To read more, click here.

Brightmark Narrows Search for Advanced Plastic Recycling Plant Locations
Brightmark announced that it is prioritizing its search for locations for its next advanced plastic recycling plants. The companys plastics renewal technology takes single stream, post-use plastics and converts them into ultra-low sulfur diesel, naphtha, new plastics, and wax. Each plant is expected to process hundreds of thousands of tons of plastics each year. Ideal locations will offer strong local, regional, and state support for project development through incentives and improved plastic recycling programs and access to at least 200,000 tons per year of co-mingled plastic waste (types 1-7).To read more, click here.

Tech Company Explains Process to Convert Plastic into Chemicals
Anellotechhas created a new process, Plas-TCat, to convert plastic waste into commodity chemicals that can be used to makevirgin plastics. Plas-TCat is a thermal catalytic pyrolysis technology for transforming plastic waste from single and mixed waste streams directly into hydrocarbon products. The polymers can then be used in a range of industries, such as food and beverage, textile and automotive. Additional experiments are planned on real-world waste plastics feedstocksto determine the feedstock pre-treatment requirements, design an optimum catalyst for both yield and stability, and other aspects of the process.To read more, click here.

Cielo Solicits Waste Feedstock for Nova Scotia Renewable Fuel Facility
Cielo Waste Solutions Corp. and Renewable U Halifax Inc. areseeking sources of waste feedstock for the planned Joint Venture Renewable Fuel Facility that will be located near Halifax, Nova Scotia. Thefacility will convert 8 tons of waste per hour into approximately 32.7 million liters a year of high-grade renewable fuel. Since early January 2020, Cielos facility in Aldersyde, Alberta has been operating full-time and has been producing renewable naphtha and diesel from wood biomass. Cielo plans to run alternate waste feedstocks through the Aldersyde Facility to confirm that it can produce renewable fuels fromfeedstocks that include household waste, commercial/construction waste, used tires,and plastic that currently cannot be recycled.To read more, click here.
