Bob Hope Patriotic Hall General Refurbishment Project (Public Buildings)
Summary

The Bob Hope Patriotic Hall is located in the City of Los Angeles.  The project consists of general improvements to the building, including new heating, ventilation, and air condition; mechanical, electrical, and plumbing; and telecom systems throughout the building; new Americans with Disabilities Act (ADA)-compliant men's and women's restrooms to service conference/meeting rooms; and office facilities with a targeted Leadership in Energy Design (LEED) Gold Level Certification status.  The building was retrofitted with a new fire sprinkler and fire life safety system.  The interior of Patriotic Hall was historically refurbished according the Secretary of the Interiors Guidelines to Historical Renovations.  The existing auditorium was refurbished with new 500-seating arrangement and ADA compliant.  The exterior of the building was cleaned and painted, including refinishing the existing windows and refurbishment of existing exterior stairway.

The new Patriotic Hall will hold events, which include veteran's reunions, veteran's conferences and meetings, County office space, and events for County staff.  The proposed program includes the establishment of a new main kitchen in the basement and refurbishing the dining facilities.

Benefits to Environmental Resources
Sustainable Sites:
The Bob Hope Patriotic Hall, located in downtown Los Angeles, provides various alternative transportation options.  Multiple bus and a Metro rail lines are located within 1/4-mile and 1/2-mile of the building, respectively.  The building's central location also provides a connection to nearby communities and public services.
The site features other amenities that help reduce the effects of fossil fuel transportation.  Bike racks and existing shower facilities are included to promote building occupants the use of alternative transportation.  Preferred parking stalls were provided for a minimum of four low-emitting and fuel efficient vehicles.  Parking also met LEED requirements by insuring that there is not a net increase in the total parking capacity between the existing parking and new parking counts.  The refurbishing process eliminated environmental toxins such as asbestos and lead paint. 
Water Efficiency:
A mix of native, drought resistant plants along with drip and subsurface irrigation controlled by a weather based controller provides reductions of potable water usage for landscaping by over 50 percent from a calculated mid-summer baseline case.
An overall reduction in potable water usage of 30 percent is achieved through the selection of water efficient fixtures.
Energy Efficiency:
An energy model is used to determine the whole building performance based on envelope, HVAC, lighting and domestic hot water efficiencies.  The parametric procedure of analyzing the energy efficiency is compared to a baseline model meeting Title 24 - 2008 Building Energy Efficiency Standards.  It is expected to achieve a minimum 21 percent savings in energy costs.
Other energy efficiencies are captured through the use of energy recovery ventilators, high efficiency chilled water plant, condensing boilers, variable volume air handlers, high efficacy lighting and controls.
Commissioning of the systems at the "Enhanced Commissioning" level within the LEED-NC rating system provided multiple benefits to the project such as, Los Angeles Department of Water and Power incentives, reduced energy use, and lower operating costs.
Materials and Resources:
Recycling included paper, corrugated cardboard, glass, plastics, and metals.  Through LEED calculations the renovation of the existing Historic Bob Hope Patriotic Hall will maintain 96 percent of the existing structure.
The Construction Waste Management Plan diverted the project's construction and demolition waste from landfills at a minimum rate of 75 percent.
Indoor Environmental Quality:
Ventilation rates were designed to meet Title 24 requirements and exceed ASHRAE Standard 62.1-2004 by 30 percent.  Carbon dioxide monitors are located within all densely occupied spaces and adjust ventilation rates to meet demand requirements.  Airflow measurement devices equipped on outside air intake fans to ensure that air handling units provide the necessary ventilation.
Lighting controls were designed to provide occupants with the ability to adjust light levels to suit their needs. Individual offices have occupancy sensors with override switching capability while open office areas have ambient lighting with individual task lights for each workstation. All shared multi-occupant spaces have lighting controls to allow adjustments that meet group needs and preferences.
Contribution to wellbeing of DPW and the County
Upon reopening the Bob Hope Patriotic Hall, the County's 400,000 U.S. Veterans will benefit from the integrated health and human services offered at the Bob Hope Patriotic Hall.  The veteran's community will benefit from the broadened scope of available services offered by occupants of the building in the areas of affordable housing, education, legal, job training and placement, and transportation services.  The veteran's community will also benefit from available meeting spaces for their various organizational needs.
Contribution to Economic Health
The project represents an investment in public infrastructure.  It consists of the refurbishment of a historic building enabling its continued use.  This will result in cost savings to the County since it do away with the need to procure new land, and reduce construction costs since the existing building is being reused.  The project will also use energy and potable water efficient fixtures and equipment.  This will also result in cost savings, since it will result in a reduction in the consumption of energy and potable water.
