DESCRIPTION OF THE COUNTY TRAFFIC SIGNAL MAINTENANCE PROGRAM
The Public Works traffic signal maintenance program treats all traffic signals identically regardless of ownership. With the large number and complexity of traffic signals maintained, it is not feasible to appreciably deviate from the standard protocols. To attempt to do so would create very large difficulties and inefficiencies in managing the program.
The traffic signal maintenance program is divided into two major parts.
Routine
Extra-Ordinary
Routine Maintenance
Under a flat rate structure, Public Works utilizes a 3 Tier system of routine maintenance to provide a cost effective methodology to visually inspect each traffic signal on a monthly basis. This inspection helps ensure that the traffic signals are properly operating as designed. Each Tier provides prescribed services.

Discovered deficiencies are corrected under the routine maintenance umbrella to the extent of the capabilities of the individuals performing the different Tiers of maintenance. If the deficiencies are outside of that capability, they are reported for follow up that would typically occur under the extra-ordinary maintenance umbrella.
Extra-Ordinary Maintenance
Extra-Ordinary maintenance includes all conducted activities outside of routine maintenance. Click here for examples of typical extra-ordinary activities. The source of these activities can be from specific agency request, deficiencies reported from routine maintenance inspections, minor planned construction or modification projects, or emergency responses as a result of trouble calls received. Personnel respond based on the criticality of the report. Responses range from an immediate emergency response to planned improvements. Expenditures are accumulated under the time and material concept that includes all charged labor, equipment and material.
