TRAFFIC SIGNAL MAINTENANCE AGREEMENT (TSMA)
Typically ongoing traffic signal maintenance services are provided through a traffic signal maintenance agreement. Agreements are in place between the County and almost all of the 88 cities in the County and with the California Department of Transportation (Caltrans). As part of and referenced by the agreement, two appendices are included that give the listing of devices maintained.
The format of these agreements provides great flexibility in adding or deleting signals from the appendices. Formal execution of a new agreement is not needed.
We can greatly appreciate the fact that many cities desire a level of service different from the Public Works traffic signal maintenance standard. Due to the large number of TSMA in place and the large number of traffic signals in the Public Works maintenance program, it would be exceedingly onerous to provide cities with customized services. Great difficulties would be experienced in establishing maintenance cycles and scheduling routine maintenance crews.
