Commissioner's Biographies

Commissioner Ocanas

Margot Roger-Ocanas has been a member of the HSC since 2022. She was appointed to the commission by the Chair of the Board of Supervisors to represent the private-school sector in Los Angeles County. She has a Bachelor's degree in Economics/Foreign Policy/Mandarin studies from Georgetown University and Master's degrees in Business Administration and International Studies from Columbia University; she is also a Fulbright Scholar having studied Mandarin Studies and Macroeconomic Development in the Repulic of Singapore. Margot serves as a Transportation Planner Associate II for the Los Angeles Department of Transportation and currently serves as the Director for the Safe Routes to School Program. Her responsibilities include infrastructure project and education program planning, design, and implementation; legislative and policy leadership; stakeholder (elected, community, agency, non-profit and academic institution) engagement and outreach; and grant application management, among other respnsibilities.

Commissioner Chambeshi

Wajenda Chambeshi bio photo Wajenda Chambeshi has been a member of the HSC since 2022. He was appointed by the Chair of the Board of Supervisors to represent the public-school sector in Los Angeles County. He holds a Master Degree in Public Policy and a Bachelor’s Degree in International Development Studies, both from the University of California, Los Angeles. He serves as a Transportation Planner for the Los Angeles Department of Transportation. He formerly served as Program Manager for Mayor Eric Garcetti’s Great Streets Program, a community-centered urban design and public infrastructure initiative. Prior to joining the City of Los Angeles, he served in various capacities as a policy analyst in Los Angeles nonprofit organizations working on mobility, affordable housing, economic development and racial justice advocacy.

Commissioner Davis

Yolanda Davis-Overstreet has been a member of the HSC since 2022. She was appointed to the commission by Supervisor Holly J. Mitchell, Second Supervisorial District. She has a Bachelor's degree in Communication Design from Otis College of Art and Design and a Master's degree in Urban Sustainability from Antioch University. She is a community-based activist and mobility justice strategist. Her mobility justice and urban sustainability work was born as a result of the advocacy work done at Ride in Living Color (RILC), a grassroots bicycling advocacy effort initiative that was created by Yolanda in 2011. In recent years, she has worked in the areas of community outreach and education for the Los Angeles Department of Transportation (Adams Blvd Safety Project), Southern California Assocation of Governments/Go Human, People for Mobility Justice, Mayor's ZEO (Zero Emissions Area) Tax Force, South Los Angeles Transit Empowerment Zone, and Antioch University-Los Angeles. She previous served on the Safe Routes to School National Partnership, Los Angeles Vision Zero Alliance - Enforcment Committee/Task /Force, People for Mobility Justice. She presently serves on the Board of Directors for the California Bicycle Coalition and is a member of the West Adams Neighborhood Council, where her previous roles consisted of Vice President and Board Member at Large (June 2019) and Chair - Public Safey Committee (July 2020).

Commissioner Guthrie

Robert T. Guthrie has been a member of the HSC since 2021. He was appointed to represent the Fifth Supervisorial District in Los Angeles County. He has a Master's degree in Organization Leadership from Woodbury University. He is retired and served as Chief of Police for a mid-size Los Angeles County municipality, from 2011 through 2021. He has extensive experience in traffic safety matters and served as a past member of a traffic safety committee that served the citizens of a mid-size Los Angeles County municipality.

Commissioner Rosario

Mr. Vincent Raymond Rosario has been a member of the HSC since 2018. He was appointed to represent the Fourth Supervisorial District in Los Angeles County. He holds a Bachelor's degree in Political Science and Master's degree in Public Administration, both from California State University, Los Angeles. He is a sworn officer for a mid-size Los Angeles County Municipality and has more 23 years in law enforcement experience. He is a member of his local jurisdiction's Development Review Committee, where he collaborates with traffic engineers and understands the intricacies of traffic safety measures. He is a former member of the Downey Police Officer's Association and the Downey Police and Fire Foundation. He has also volunteered for Gangs out of Downey (GOOD) organization. He is a current a member of the Downey Police Management Association.

Guillermo W. Villalobos

Guillermo W. Villalobos Guillermo Villalobos has been a member of the HSC since 1992. In the past, he has served as the Chair and Vice-Chair of the HSC. He was appointed to represent the First Supervisorial District in Los Angeles County. In 1983, he graduated from the University of Southern California (USC) with a degree in Architecture. He is an architect with Barrio Planners, Incorporated. He is a professional licensed Architect in the State of California and the State of Hawaii. He is a member of the American Institute of Architects, Los Angeles Chapter.

Robert A. Ringler

Robert A. Ringler Robert A. Ringler has been a member of the Los Angeles County Highway Safety Commission (HSC) since 2000. He was appointed to represent the Third Supervisorial District in Los Angeles County. He has a Bachelor's and Master's degree in Psychology. He is a retired Associate Dean from the University of California Los Angeles (UCLA), where he was also a researcher at UCLA's Brain Research and Neuropsychiatric Institute. He is currently a Los Angeles County Deputy Commissioner for Civil Marriages and owner of Bel-Air Wedding Ceremonies. In addition, he is the President of the Bel-Air Beverly Crest Neighborhood Council, the President of the Los Angeles Police Department (LAPD) West Bureau Traffic Committee, President of the Holmby Park Advisory Board and President Emeritus of the Residents of Beverly Glen, Incorporated.
