PURPOSE:
The Los Angeles County Highway Safety Commission (HSC) is an advisory body established
by the Los Angeles County Board of Supervisors (Board of Supervisors) to whom members
of the community can appeal decisions made by the Los Angeles County Public
Works (PW) regarding their requests for traffic control measures or for school crossing guards.
DUTIES OF HSC:
The duties of the HSC are established by Title 15 Vehicles and traffic, Section 15.16.060
of the Los Angeles County Code (County Code), which reads as follows:
"The safety commission shall consider and investigate whenever necessary all requests or
suggestions as to traffic control, including the placement of school crossing guards, made
by the board, the commissioners, any officer, private person, or group of persons, and on
the basis of such request or suggestions, or on its own initiative, shall submit to the board
its report and recommendations as to actions relating to traffic control which should or should
not be taken either by the board or by any public officer."
The HSC shall forward its recommendations to the Board of Supervisors as required in the aforementioned
Section of the County Code. The final decision-making authority regarding requests for the traffic
controls remains with the Board of Supervisors.
