San Gabriel Valley Greenway Network Strategic Implementation Plan: Program Environmental Impact Report
GENERAL
The County of Los Angeles (County) has prepared the San Gabriel Valley Greenway Network Strategic Implementation Plan (Plan). The Plan integrates multiple previous planning and design efforts focusing on parks and open space, flood control, green infrastructure and water quality and transportation projects. As part of this effort, the County through Los Angeles County Public Works (Public Works), is the Lead Agency responsible for compliance with the California Environmental Quality Act (CEQA) and has prepared a Program Environmental Impact Report (PEIR), pursuant to CEQA, to evaluate any potential impacts to the environment and to inform decision makers, public agencies, and members of the public of the potential significant environmental effects resulting from implementation of the Plan.
FINAL PROGRAM ENVIRONMENTAL IMPACT REPORT (PEIR)
On December 9, 2025, the Los Angeles County Board of Supervisors certified the Final PEIR by for the San Gabriel Valley Greenway Network Strategic Implementation Plan (Click here for the Board Letter). The Final PEIR includes the Draft PEIR; a list of persons, organizations, and public agencies commenting on the Draft PEIR and comments and recommendations received; and responses to comments.

SGV Greenway Network Strategic Implementation Plan Area
The map above shows the San Gabriel Valley Greenway Network Strategic Implementation Plan area, which includes the streams, creeks, and flood control channels in the San Gabriel Valley watershed.
The SGV Greenway Network Plan creates a process to support greenway projects all along the San Gabriel Valley watershed, from an idea to completion, with the ultimate goal of creating an interconnected network of greenways throughout the San Gabriel Valley, connecting to existing bikeways and other trails.
