Background

  • Car cruising is the custom of driving a vehicle at a leisurely or slow pace for the purposes of socializing, enjoying the road, and showcasing cars to onlookers or spectators.
  • On October 18, 2022, following the approval of Assembly Concurrent Resolution No. 176, celebrating the history and culture of car cruising, the Board adopted a motion that directed Public Works, the Sheriff’s Department, and the California Highway Patrol (CHP), to develop a plan in 90 days that encourages work with local car clubs, stakeholders, and community members to conduct safe and organized car cruising events in the unincorporated County areas.
  • Assembly Bill 436 was introduced in February 2023 and signed into law by Governor Newsom on October 13, 2023, and changes the California Vehicle Code to decriminalize cruising in all localities and repeal the unlawfulness of lowrider vehicles.
  • With the new law in effect on January 1, 2024, meetings will serve as a forum to discuss processes, acknowledge common goals, and brainstorm potential solutions to accommodate the use of streets as social and culturally activate spaces while ensuring community and traffic safety.

Meetings

  • July 15, 2023: Meeting # 1: Car Culture Community Listening Session involving car culture community members to discuss car cruising and identify measures needed to mitigate impacts.
  • October 17, 2023: Meeting # 2: Virtual Community Listening Session involving Countywide community members to discuss car cruising and identify measures needed to mitigate impacts.
  • November 9, 2023: Meeting # 3: Community Listening Session involving East Los Angeles merchants/community to discuss car cruising and identify measures needed to mitigate impacts.
  • December 11, 2023: Meeting # 4: Implementation Strategy Session involving County departments and state partner (California Highway Patrol) to discuss car cruising and identify measures needed to mitigate impacts.
  • Winter 2024: Meeting #5: Car Cruising Summit involving County and general community to present cruising implementation strategies.
