2025 Rate Study

Setting new rates is a complex, multi-phase process. The goal is to ensure the Los Angeles County Waterworks Districts (LACWD) can continue providing reliable, high-quality water and responsive customer care in a cost-effective, sustainable, and environmentally responsible manner for years to come.

Cost of Service Analysis and Proposed Rates

As mandated by Proposition 218, the analysis involves an in-depth financial review of LACWD and updates the water budget rate structure to reflect new State mandated water conservation legislation. The study is conducted by an independent financial consultant.  The Cost of Service rate study evaluated revenue requirements by comparing expenses and revenues per District. Expense projections are based on current operation and maintenance and capital budgets, reserve funding needs, and loan repayments, as applicable.
