Certifications and Special Inspectors
Los Angeles County Public Works Building and Safety Division provides processes for establishing Registered Maintenance Electricians, Journeyman Plumbers, Journeyman Gas Fitter, Plumbing Contractor, Gas Fitting Contractor, and Special Inspectors. If you are interested in obtaining certification in one of these areas, please contact our office at (626)458-3188 for an application packet. A Journeyman Plumber is "A person who installs, alters or repairs plumbing as an employee, who does not furnish any materials or supplies, and who is the legal possessor of a Journeyman Plumbers Certificate". The definition is contained in section 105.2.5 of the Los Angeles County Plumbing Code. A "Certificate of Registration" is issued by the Los Angeles County Public Works, Building and Safety Division under section 105.2.2 of the Plumbing code.
What are the requirements to become a Journeyman Plumber?
Applicants must pay an application fee, have at least 4 years of experience, and pass an examination administered by the Board of Examiners. The four years of experience is to be verified by a notarized letter on company letterhead signed by a licensed plumber.
How do you apply to become a Journeyman Plumber for LA County?

The definition is contained in section 105.2.4 of the Los Angeles County Plumbing Code. The Los Angeles County Public Works, Building and Safety Division issues a "Certificate of Registration," under section 105.2.2 of the Plumbing code.

Los Angeles County Electrical Code Title 27 Section 82-4(d) provides for the registration of Maintenance Electricians. A Certificate of Registration as a Maintenance Electrician may be issued to a permanently employed electrician(s) of a firm for the purpose of installation, alteration, or maintenance of electrical wiring or equipment on the premises of the firm. Each applicant shall be a qualified electrician and shall have a minimum of two years' experience in that capacity with that firm.
The application for a Certificate of Registration as a Maintenance Electrician shall be made in writing by a responsible officer of the firm and shall designate one or more persons as registrant(s). The request shall include the following information:
- The name(s) of the person(s) being registered
- The name and address of the company where the person(s) being registered will be working
- Certification by the company that this person has worked as an electrician for the company for a minimum of two years
- The resume(s) of the person(s) being certified
A fee of $284.97 shall be paid for each Certificate of Registration. Each registration shall expire on June 30, biennially, in even-numbered years. Registration may be renewed on or before that date, by submitting a new application and fee. Fees will be prorated for certificates issued that expire in less than two years. The County of Los Angeles will notify the applicant prior to the expiration of the certificate(s).
A Registered Maintenance Electrician shall comply with all requirements of the Los Angeles County Electrical Code for the issuance of permits, the payment of permit fees, and the installation and inspection of work performed. All such work shall be accurately recorded and such records are to be made available to the Chief Electrical Inspector.
A Special Inspector is a person certified by the County to perform special types of construction inspection. The definition is contained in Section 202 of the County of Los Angeles Building Code. It reads: "Special Inspector. A qualified person employed or retained by an approved agency and approved by the Building Official as having the competence necessary to inspect a particular type of construction requiring special inspection." The Special Inspector shall observe the work assigned for conformance to the approved design drawings and specifications. The Special Inspector shall furnish inspection reports to the Building Official, the engineer or architect of record, and other designated persons. All discrepancies shall be brought to the immediate attention of the contractor for correction, then, if uncorrected to the proper design authority and to the Building Official. The Special Inspector shall submit a final signed report stating whether the work requiring special inspection was, to the best of the inspector’s knowledge, in conformance to the approved plans and specifications and the applicable workmanship provision of the code.
The Special Inspector must be hired by the owner, engineer or architect of record, and not by the contractor. For the County of Los Angeles, the Special Inspector shall hold a valid and current certification from ICC, the International Code Council and a Los Angeles County Special Inspector card in the disciplines of inspection being reported (see Special Inspector List). The inspections are required to be either periodic or continuous as required by the specification for the work being inspected.
The categories of special inspection covered for Los Angeles County are:
- structural concrete
- structural masonry
- prestressed / post tension
- structural welding
The high strength bolting is covered under concrete, masonry and prestressed certificates and can be done by a welding certificate if the inspector also holds a valid Los Angeles City Drilled in Anchor rider card. The spray applied fire-resistive materials inspections are covered by the welding inspector only.

A Plumbing Contractor or Gas Fitting Contractor is "A person who is engaged in the business of plumbing(Gas Fitting) … for a specific employer"1 . The Los Angeles County Public Works Building and Safety Division issues a "Certificate of Registration" for this title. To obtain such a Certificate you must do the following;
- Complete the application form.
- Submit the completed form with a check for $113.08
- Pass the County board of Plumbing Examiners Examination.
Once all three are completed the Chief Plumbing Inspector shall issue a Certificate of Registration as a Plumbing contractor for the Company stated in the application.
