Commissioner’s Biographies
Commissioner Anderson
Roger Anderson has been a member of the HSC since his appointment in December of 2024 on recommendation of Kathryn Barger, Chair of the Los Angeles County Board of Supervisors. A seasoned telecommunications engineer, Roger currently leads voice network strategy and operations as a Voice Engineer at Kaiser Permanente. Prior to this, he was Owner and Principal Consultant of CallKnowing LLC, providing enterprise-level professional services and application development across a wide range of telecommunications platforms. Roger is also the founder of the Jolly Roger Telephone Company, an innovative anti‑spam service that uses human‑sounding robots to intercept scam calls, as featured on TEDx and Shark Tank. Roger studied Mathematics and Music at Diablo Valley College and Cal State Fullerton. Earlier in his career, including his time as a Facilities Manager at Sears, he developed the hands‑on technical foundation that sparked his lifelong passion for telephone systems. He is a highly motivated individual contributor, team player, and leader who brings practical problem‑solving experience and engineering insight to the Commission.
Commissioner Davis-Overstreet
Yolanda Davis-Overstreet has been a member of the HSC since 2022. She was appointed to the commission by Supervisor Holly J. Mitchell, Second Supervisorial District. She has a Bachelor’s degree in Communication Design from Otis College of Art and Design and a Master’s degree in Urban Sustainability from Antioch University. She is a community-based activist and mobility justice strategist. Her mobility justice and urban sustainability work was born as a result of the advocacy work done at Ride in Living Color (RILC), a grassroots bicycling advocacy effort initiative that was created by Yolanda in 2011. In recent years, she has worked in the areas of community outreach and education for the Los Angeles Department of Transportation (Adams Blvd Safety Project), Southern California Association of Governments/Go Human, People for Mobility Justice, Mayor’s ZEO (Zero Emissions Area) Tax Force, South Los Angeles Transit Empowerment Zone, and Antioch University-Los Angeles. She previous served on the Safe Routes to School National Partnership, Los Angeles Vision Zero Alliance – Enforcement Committee/Task /Force, People for Mobility Justice. She presently serves on the Board of Directors for the California Bicycle Coalition and is a member of the West Adams Neighborhood Council, where her previous roles consisted of Vice President and Board Member at Large (June 2019) and Chair – Public Safey Committee (July 2020).
Commissioner Guthrie
Robert T. Guthrie has been a member of the HSC since 2021. He was appointed to represent the Fifth Supervisorial District in Los Angeles County. He has a Master’s degree in Organization Leadership from Woodbury University. He is retired and served as Chief of Police for a mid-size Los Angeles County municipality, from 2011 through 2021. He has extensive experience in traffic safety matters and served as a past member of a traffic safety committee that served the citizens of a mid-size Los Angeles County municipality.
Commissioner Flores
Claudia Flores has been a member of the HSC since her appointment in December of 2024 on recommendation of Kathryn Barger, Chair of the Los Angeles County Board of Supervisors. She has a bachelor’s degree in psychology from Southern New Hampshire University. She is an Operations executive with 15+ years of leadership experience managing complex, multi-site operations within public-sector and highly regulated environments. She is known for aligning people, systems, and operation infrastructure to deliver reliable, efficient internal services at scale. She currently serves as the Campus Operations Manager for Vaughn Next Century Learning Center.
Commissioner Lum
Milton Lum has been a member of the HSC since December of 2024. He was appointed to represent the fourth Supervisorial District in Los Angeles County. He attained a bachelor’s degree in engineering from Harvey Mudd College, after which he began his 30 year career as a systems engineer. He distilled complex problems into manageable tasks, designed systems, allocated engineering and verified contract compliance. He formalized customer wishes and guided design, manufacturing and test teams through development to final delivery. He knows how big projects and regulations work because he spent 30 years defining them. He has also been an avid cyclist since the 1970s and takes his dogs on daily walks on streets without sidewalks, making him personally familiar with the interactions between automobiles, bicyclists, and pedestrians.

Chair Guillermo W. Villalobos
Guillermo Villalobos has been a member of the HSC since 1992. He currently serves as the Chair of the HSC. He was appointed to represent the First Supervisorial District in Los Angeles County. In 1983, he graduated from the University of Southern California (USC) with a degree in Architecture. He is an architect with Barrio Planners, Incorporated. He is a professional licensed Architect in the State of California and the State of Hawaii. He is a member of the American Institute of Architects, Los Angeles Chapter.
