Sun Valley Upper Storm Drain Project

The Sun Valley Upper Storm Drain Project is a critical component of the Rory M. Shaw Wetlands Park Project. This 4.75-mile long storm drain system will capture storm flows from the upper portion of the Sun Valley watershed and deliver the stormwater to the future wetlands park facility. The stormwater will be stored in a detention pond, routed through engineered wetlands for pollutant removal, and used for groundwater recharge.

The new storm drain system is proposed along major streets in the Sun Valley community- Glenoaks Boulevard, San Fernando Road, Tuxford Street, and Tujunga Avenue. This project will be constructed sequentially in four phases.

Phase 1 Construction started in July 2021 and was field accepted in August 2023.

CONSTRUCTION UPDATES


August 2023

Temporary striping has been removed, and permanent signage and striping have been installed. All contract work is now complete, and all locations associated with the Project have been opened for use by the general public.

July 2023

All storm drain lines for Stage 6 (along Penrose from Tujunga Avenue to San Fernando Road) are in place. Roadway work including subgrade preparation along Penrose St., followed by base material placement and base/cap AC paving was completed. Final striping, matching the original layout, will take place later this month which will fully open the area to regular traffic.

June 2023

All the storm drain lines are in place and drainage inlets have been constructed for Stage 6 (along Penrose from Tujunga Avenue to San Fernando Road). Shoring removal, as well as backfill and compaction work is in progress. Once complete, paving and street restoration work will follow.

May 2023

Shoring, installation, and backfill for the 96″ Reinforced concrete drainage mainline of Stage 6 (along Penrose from Tujunga Avenue to San Fernando Road) is in progress. Related lateral drainage lines and drainage inlets are being installed, as well. The drainage line work is expected to be completed this month and will be followed by street restoration work.

April 2023

Transition from Stage 5 (on Goss Street and Penrose Street) to Stage 6 (along Penrose from Tujunga Avenue to San Fernando Road) Traffic Control configuration took place this month, which included new striping. Installation of a 96″ diameter reinforced concrete drainage pipe along Penrose St. is ongoing. Additionally, the installation of various lateral drainage lines and drainage inlets is in progress.

March 2023

Stage 5 (on Goss Street and Penrose Street) is nearly complete with some drainage and paving work remaining. Installation of 96″ diameter storm drain line along Penrose St. is ongoing and has progressed into Stage 6 (along Penrose from Tujunga Avenue to San Fernando Road).

February 2023

Stage 5 (on Goss Street and Penrose Street) work is nearly complete. The work included the installation of a 24”-diameter main storm drain line along Goss Street and a 96”-diameter main storm drain line along Penrose Street. Currently, catch basins and manholes are being constructed.

January 2023

Stage 4 (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) completed the construction of lateral drainage pipes and placement of new subgrade and base material near the intersection of Tujunga Avenue and Penrose Street. In addition, new concrete and asphalt paving was placed over the construction footprint. Transition from Stage 4 to Stage 5 (on Goss Street and Penrose Street) traffic control including relocation of K-rails and new temporary striping was completed.

December 2022

Stage 4 (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) construction is near completion. All 96″ and 36″ Reinforced Concrete Pipes (RCP) and manholes are in place. Minor lateral pipe and catch basins construction are in progress and should be completed by end of the month. Contractor to transition traffic control for Stage 5 (on Goss St and Penrose St) starting last week of December.

November 2022

Stage 3 construction (along Tujunga Avenue from south of Goss to south Penrose Street) was completed. The contractor has transitioned to Stage 4 (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) by implementing traffic control measures starting on Saturday, Oct 1, 2022. Shoring and excavation work for Stage 4 storm drains installation is in progress.

October 2022

Stage 3 construction (along Tujunga Avenue from south of Goss to south Penrose Street) was completed. The contractor has transitioned to Stage 4 (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) by implementing traffic control measures starting on Saturday, Oct 1, 2022. Shoring and excavation work for Stage 4 storm drains installation is in progress.

September 2022

Stage 3 construction (along Tujunga Avenue from south of Goss to south Penrose Street), is near completion with expected completion by end of September. The contractor is transitioning into Stage 4 (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) starting October 1, 2022.

August 2022

For Stage 3 of construction (along Tujunga Avenue from south of Goss to south of Penrose Street), the construction of a manhole and 24” lateral line is ongoing. As part of Stage 4 work (along Tujunga Avenue from north of Penrose Street to Fleetwood Street), a 36”-diameter RCP and catch basins are being constructed.

July 2022

Stage 3 work (along Tujunga Avenue from south of Goss Street to south of Penrose Street) is continuing with shoring and excavating, installing 96”-diameter reinforced concrete pipes, and backfilling. Concurrently, Stage 4 work (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) is ongoing including installation of lateral pipes, construction of manholes, and placing new concrete pavement on the street.

June 2022

Stage 3 work (along Tujunga Avenue from south of Goss Street to south of Penrose Street) is ongoing with the reinforced concrete pipe (RCP) construction. Stage 4 work (along Tujunga Avenue from north of Penrose Street to Fleetwood Street) has begun with 36-in diameter RCP and lateral drainage inlet connectors installation.

May 2022

Stage 3 of construction along Tujunga Avenue from south of Goss Street to south of Penrose Street is ongoing. The work includes shoring, excavation, installation of 96″ Reinforced Concrete Pipe (RCP), backfill and compaction.

April 2022

Street restoration and base paving work for Stages 1 and 2 areas are complete. Stage 3 work involving pavement removal and shoring piles installation is in progress.
