Policies and Product Requirements

Below are mandatory requirements for procuring green products.  Remind your Procurement and Contract Managers to include language in vendor contracts requiring vendors to provide annual reports of calendar year data for any procurement of recycled-content products and for any recycling services so that departments can submit their compiled reports to Public Works at cdrp@dpw.lacounty.gov by May 31 of each year.

Recycled-Content Office Paper

The County policy requires that all copy/print paper procured must contain a minimum of 30% recycled content.

Recycled-Content Janitorial Paper Products

Assembly Bill 661 (2022) requires all janitorial paper products to meet the following minimum postconsumer recycled-content standards:

  • toilet paper 45%
  • paper towels 40%
  • toilet seat covers 20%
  • facial tissue 10%
  • general purpose paper wipers 40%
  • other paper products 30%

Foodware

Assembly Bill 661 (2022) also requires a minimum of 40% recycled-content for all paper foodware products, including, but not limited to, napkins, plates, bowls, food trays, takeout boxes, placemats, etc. 

Preferred Green Products

Purchase of Environmentally Preferable Products (Green Purchasing)

Los Angeles County is a very large consumer of goods and services and the purchasing decisions of our employees and contractors can positively or negatively affect the environment. By including environmental considerations in our procurement decisions, along with our traditional concerns with price, performance and availability, we will remain fiscally responsible while promoting practices that improve public health and safety, reduce pollution, and conserve natural resources.

Every County department is responsible for ensuring that their respective employees, contractors, and vendors are fully aware and supportive of the County’s initiative to purchase environmentally preferable goods and services. To this end, departments are responsible for exercising due diligence in their procurement decisions as well as purchases made by their contractors and consultants.  Departments are also responsible for promoting the purchase and use of environmentally preferable products whenever cost effective, and to the extent practicable for all work completed on behalf of Los Angeles County.

Remanufactured Toner Cartridges

By purchasing remanufactured toner cartridges, you reduce air pollution, greenhouse gases and you help to minimize the amount of materials disposed of in landfills. You also conserve natural resources by eliminating the need for virgin materials used to make new cartridges.
