Contractor/Consultant Opportunities
Introduction
Prior to doing business with the Department of Public Works, business-owners must first register their business with LA County’s Vendor Registration system. The process is quick, easy, and beneficial to both the County and the business community. The system alerts the County about the products and services that each business offers. Registering as a County vendor also offers the following:
- Online access to County bid opportunities
- Automatic email notification of solicitations for selected products and services
- Placement on bid lists generated by County departments seeking prospective vendors
- Visibility into all County procurement officers
- Opportunity to qualify and enroll in the Local Small Business Enterprise Preference Program
To register as a vendor, navigate to the Vendor Registration website.
To view current bids and solicitations for the Department of Public Works, visit the Open Bids and Solicitations website and navigate to the “Open Solicitations” link near the top. Type “Public Works” into the search bar to view the list of bids for Public Works.

Operating a Business
There are various requirements to be met prior to engaging in commercial activities at any of the County airports. Commercial activities are defined as any activity with the intent to generate and/or secure earnings, income, compensation (including exchange or barter of goods and services), and/or profit, whether or not such objectives are accomplished.
Operating Agreement Requirements
Arrangements to conduct commercial activities at any of the County airports must be made with the airport manager prior to engaging in such activities. Arrangements may include, at a minimum, obtaining a lease or other operating agreement and a permit for engaging in commercial activities, providing the airport manager with information relevant to each business, and the payment of applicable fees, if any. To make arrangements to conduct commercial activities at a County airport, please contact the individual airport manager.
Compliance with Regulations, Minimum Standards, and Permits
All commercial activities shall comply with the airport’s rules and regulations, minimum standards, and permits.
The minimum standards establish minimum requirements pertaining to such items as facility size, qualifications, personnel, equipment, hours of activity, and insurance to be met by all persons as a condition for the privilege to conduct certain aeronautical activities or provide commercial aeronautical products, services, or facilities at the County airports. Common types of commercial activities occurring at the County airports include aircraft maintenance, aircraft rental, and flight training. However, the minimum standards also cover several less-common but equally relevant activities, such as non-commercial self-fueling (fueling an entity’s own aircraft with the entity’s own equipment), and commercial fueling (providing aviation fuels on a commercial basis).
The permits are intended to ensure commercial aeronautical operators and self-fueling activities are properly licensed, certified, and insured, and comply with all relevant regulatory measures, including the minimum standards.
